In the year Showa 21, demobilized soldier Hiroshi Kyou (played by Bunta Sugawara) is arrested after participating in a gang fight in a busy town. In prison, he meets young Tui Group member Wakasugi Ko (played by Tatsuya Umemiya) and they become brothers. After being bailed out by Yamamori Group leader Yamamori Yoshio (played by Nobuo Kaneko), Hiroshi is released and becomes a key player in the Yamamori Group. With the city council elections underway, tensions rise between the Yamamori Group and the rival Tui Group, leading to continuous gunfire disturbances between the two factions. Ultimately, the conflict concludes with Hiroshi successfully shooting and killing the leader of the Tui Group (played by Hiroshi Nagano). Hiroshi returns to prison, while Wakasugi is shot dead during a retaliation against the Yamamori Group. During his time in prison, young Yamamori member Sakai Tetsuya (played by Hiroshi Matsukata) gains strength and threatens Yamamori Yoshio's position. After his release, Hiroshi assassinates Sakai, further escalating their conflict, and he comes to see the true nature of the so-called yakuza code of honor.
