Major Motoko Kusanagi (voiced by Maaya Sakamoto) of the Public Security Section 9, who is enjoying a brief vacation, suddenly receives a report from Batou (voiced by Kenichiro Matsuda) about a terrorist attack at a building in Nishi-no-Uchi, where government officials and corporate tycoons have been killed. Under Kusanagi's command, Section 9 members Ishikawa, Pazu, Batou, and others work together to subdue the terrorists completely, but Kusanagi is accidentally infected by a mysterious virus during the operation. Meanwhile, an explosion occurs at a dam in the suburbs. Detective Togusa (voiced by Tansuke Nakagaki) of Shinb県 calls in Dr. Shat, the head of the dam management company, who is a Kaldisian from the war-torn Karasyn Republic. Under pressure from police higher-ups, Togusa fails to obtain any useful information. On the other hand, Kusanagi's side learns that the true identity of the terrorists is a guerrilla organization from Kaldis. The two cases are unexpectedly linked, hiding what kind of truth? This film is adapted from Masamune Shirow's original work and is the third installment of the Ghost in the Shell prequel "ARISE."
