The story takes place in New Orleans, USA, during the annual carnival that is in full swing. Just as the festive atmosphere reaches its peak, a collapse occurs in Devor Park, and assistant mayor Allison (played by Jessica Steen) quickly arrives at the scene. The horrific events do not end there; as night falls, more collapses happen, putting the entire city in jeopardy. In this critical moment, Allison has no choice but to signal for help from her boyfriend Matt (played by John Corbett), a geologist who has been suffering from PTSD since a past mining collapse, and has since withdrawn from the world. After a professional investigation, Matt is shocked to discover that the city is about to sink underground, and to minimize casualties, the government must immediately evacuate the revelers.
