In the winter of 1978, Deputy Minister of the Organization Department Song Wei (played by Wang Fuli) and her husband, Minister Wu Yao (played by Zhong Xinghuo), are working to rectify the injustices that occurred during the Cultural Revolution. Zhou Yuzhen (played by Hong Xueming), returning from Tianyun Mountain, reports to Song Wei that during her investigation there, she met a special couple: the husband Luo Qun (played by Shi Weijian), an old rightist who supports his family by driving, has several unpublished works; the wife Feng Qinglan (played by Shi Jianlan) is a sick primary school teacher. The couple's tragic situation evokes sympathy from Zhou Yuzhen, and through her understanding, she learns that Luo Qun was Song Wei's lover twenty years ago... It turns out that twenty years prior, Song Wei and Feng Qinglan joined an investigation team stationed at Tianyun Mountain, while Wu Yao and Luo Qun served as political commissars in succession. Wu Yao had a secret crush on Song Wei and framed Luo Qun as an anti-party element. Luo Qun's plight shocks and angers Song Wei, yet when it comes to rectifying Luo Qun's case, Wu Yao again intervenes to obstruct her efforts...
