Former U.S. Army special forces bomb expert Stephen Arthur Young (played by Michael Sheen) is on a dangerous path. As a Muslim, he is dissatisfied with America's policies towards Arab countries and plans to carry out a terrorist attack. He claims to have planted three small atomic bombs in three cities, putting the U.S. homeland in imminent danger. FBI anti-terrorism agent Helen Brody (played by Carrie-Anne Moss) is assigned to investigate the case, only to discover that the military and a mysterious department are involved. Her team, along with the extremely dangerous negotiator Henry Humphries (played by Samuel L. Jackson), is tasked with interrogating Stephen. Nicknamed "H," Henry's methods are brutal and ruthless, and he feels emboldened by high-level government support. Helen disapproves of such inhumane illegal tactics and does everything she can to gain Stephen's trust, eventually getting him to reveal the location of one of the bomb's hidden sites. However, things are not that simple, and a tide of death and conspiracy ensues. In this battle of inhumanity, there are bound to be no winners...
