Kim Hyuk (Joo Jin-mo) and Kim Jeol (Kim Kang-woo), brothers and North Korean defectors, are joined by Lee Young-chun (Song Seung-heon) in South Korea. In order to survive, Kim Hyuk abandoned his brother years ago, leading to years of resentment from the latter, who was detained in South Korea. Despite years of effort, Kim Hyuk is unable to gain his brother's forgiveness. Kim Hyuk and Young-chun join a gun smuggling gang in South Korea, where their exceptional abilities earn them the boss's trust, and they are tasked with mentoring the boss's nephew, Jung Tae-min (Jo Han-sun). However, the seemingly obedient Jung Tae-min harbors a deep hatred for Kim Hyuk due to his uncle's favoritism, and he frames Kim Hyuk during a deal, resulting in imprisonment. Young-chun, seeking revenge for Kim Hyuk, is seriously injured and loses a leg. Three years later, Kim Jeol becomes a police officer in South Korea, vowing to bring his brother's gang to justice; Jung Tae-min rises to a high position in the organization; while a newly released Kim Hyuk finds himself with nothing. He seeks out the destitute Young-chun, and the two aim to reclaim what belongs to them... The film is a remake of John Woo's "A Better Tomorrow."
