Hugu (Jason Robards) is betrayed by his trusted friends Taggery (L.Q. Jones) and Buwin (Strother Martin), leaving him broke and near death. In a desolate desert, Hugu unexpectedly discovers a water source and decides to sell water. Pastor Joshua (David Warner) accuses Hugu of privatizing public resources, prompting Hugu to buy the land nearby, and he quickly convinces local bankers to invest in a hotel with his silver tongue. Meanwhile, Hugu encounters a prostitute, Siti (Stella Stevens), who has been driven out of town by the local residents. Hugu takes her in, and the two develop a genuine affection for each other.
