Kim Myung-hee is an agent of North Korea's 8th Special Forces. After infiltrating South Korea in 1993, she assassinated several prominent figures. Her actions attracted the attention of South Korean intelligence agencies, which dispatched agents Choi Sang-hwan (played by Han Suk-kyu) and Lee Jeong-hee (played by Song Kang-ho) to investigate her whereabouts, but she vanished without a trace. In 1998, Kim Myung-hee resurfaced. She enlisted the help of black market arms dealer Lim Kwang-chul to find a new weapon, the liquid bomb CTX. Lim attempted to bribe researcher Kim Jong-suk at the Ministry of Defense to steal it, but they were unsuccessful. After the situation was exposed, both were subsequently killed by Kim Myung-hee. Due to Kim Myung-hee's failure, North Korea dispatched an agent team led by Bu Wan-kun (played by Choi Min-sik) to hijack the bomb during its transport by the South Korean military for a weapons exhibition, planning to sabotage the upcoming friendly football match between the two countries. All this left Choi Sang-hwan, Lee Jeong-hee, and their superior Minister Go in deep distress as they discovered that Kim Myung-hee always seemed to be one step ahead of them, disrupting their operations. She was perhaps right beside them—possibly the person closest to them, who was least suspected.
