After the burning of Rome, the brutal tyrant Nero (played by Charles Laughton) turns his wrath on Christians and begins a large-scale indiscriminate massacre of them. Furthermore, Nero issues a decree to send captured Christians to the arena. The highest military officer in Rome, Marcus (played by Fredric March), is ordered to slaughter these captured Christians. Among the Christians who are captured are two elders who plan to escape. Marcus intends to arrest them, but when he sees their stepdaughter, Messica (played by Elissa Landi), he is smitten at first sight. Enchanted by Messica, Marcus quickly falls deeply in love with her and subsequently orders the release of all Christians. This action not only enrages the tyrant Nero but also makes the queen, Paya (played by Claudette Colbert), who has long had a crush on him, extremely jealous.
