In the era of Louis XVI in the 18th century, a local official from the countryside, Marquis de l'Evêque, discovers that the local residents are widely suffering from a rare form of athlete's foot due to flood issues. He has to present a set of water conservancy reform plans to the king, but upon arriving at the court, he can never find the opportunity to speak to the king. A kind-hearted old hand advises him on how to adapt to court culture, stating that Louis XVI loves witty humor and clever banter. Thus, the Marquis seeks opportunities to show off his verbal skills, and indeed impresses everyone, becoming famous in the capital.
