The story takes place in the late Qing Dynasty, at a theater where a spectacular performance of "Eighteen Arhats vs. Wukong" is being staged. In the audience sit the traitorous Han Chinese, the Western-flattering "Jade-faced Tiger," and the Russian ambassador. Suddenly, the actors on stage rush down to attempt an assassination of the Jade-faced Tiger; however, knives can't outrun bullets, and the assassination fails. One of the assassins, Iron Monkey, saves a companion, and the two escape the scene. A Jin is a naive young man who comes to the city in search of his missing father, but he encounters two aimless delinquents, Xiao Chun and Xiao Qian. The Jade-faced Tiger's business escalates, and he begins trafficking weapons. During a transaction, Iron Monkey appears to disrupt the deal, and by coincidence, Xiao Chun and Xiao Qian steal a vehicle loaded with arms. In fact, A Jin's father is the very companion that Iron Monkey once saved, and upon learning that his father has been killed by the Jade-faced Tiger, A Jin decides to join Iron Monkey's group to seek revenge for his father.
