During the Tongzhi period of the Qing Dynasty, the ancient empire was on the verge of collapse, and the major trading port of Guangzhou's Pearl River Delta was basking in its last prosperity amidst bloody strife. At the docks, the Black Tiger Gang and the Beihai Gang were engaged in endless violence, while the lower-class workers suffered bullying and uncertainty for their lives. Afai Huang Feihong (played by Eddie Peng), who has been practicing martial arts since childhood, has mingled with the Black Tiger Gang for five to six years and obtained the head of the Beihai Gang leader as a death warrior, thereby being accepted as the fourth adopted son by the ruthless leader of the Black Tiger Gang, Lei Gong (played by Sammo Hung).
