During the Xinhai Year, Japan forced Yuan Shikai (played by Ying Ruocheng) to sign the treasonous "Twenty-One Demands." Ignoring the opposition of the Chinese people, Yuan complied with the signing. This triggered a nationwide anti-Japanese movement, which Yuan violently suppressed with his army. General Cai E (played by Wang XIngang), who witnessed Yuan Shikai's tyranny, prepared to launch an uprising against him. The famous courtesan Xiao Fengxian (played by Zhang Yu) admired Cai E's reputation, but could never reach his heart.
