The story takes place in Beijing before the liberation. The leader of the beggar gang, Niu Er Ye (played by Han Shanxu), leads a group of ruffians to run rampant in the streets. Sun Douzhi (played by Liang Qinggang), having failed to show filial piety towards Niu Er, finds his bean juice stall destroyed by him. His son, Sun Liu (played by Wu Weidong), hot-blooded and impulsive, insists on confronting Niu Er. Liu Zhanggui from a barbecue shop and Sun Liu both set their sights on the daughter of Li Wobo (played by Wang Ningsheng), Li Shuying (played by Wu Weiling), but Sun Liu, being poor and lacking ambition, has no choice but to join the beggar gang and rely on Niu Er's influence to deal with Liu Zhanggui.
