In October 1956, Hong Kong Political Department inspector Lee Lok-fai (played by Louis Koo) was dealing with a riot incident when he captured several gangsters taking advantage of the chaos. His superiors were very pleased with his performance and sent him to London for training. Meanwhile, mainland gangster Li Choi-fa (played by Tony Leung) was expelled by his gang for murder and came to Hong Kong to start a drug business. After completing his training, Lee Lok-fai returned as an inspector in the anti-triad unit.
