In October 1956, Hong Kong Political Department inspector Lee Lok-fai (played by Louis Koo) was dealing with a riot incident when he captured several gangsters taking advantage of the chaos. His superiors were very pleased with his performance and sent him to London for training. Meanwhile, mainland gangster Li Choi-fa (played by Tony Leung) was expelled by his gang for murder and came to Hong Kong to start a drug business. After completing his training, Lee Lok-fai returned as an inspector in the anti-triad unit. However, his colleagues showed little initiative, leaving only the veteran Uncle Ping (played by Wong Kwong-leung) and the alcoholic Zheng Hua (played by Sammo Hung) willing to assist him. Lee Lok-fai tried to eliminate illegal gambling operations but faced setbacks and was mocked for leaking information. He then employed a strategy to divert attention and successfully took down three hundred gambling dens in one night, establishing his authority in Hong Kong. Li Choi-fa, relying on violence to expand his territory, attempted to bribe Lee Lok-fai but failed, leading to an inevitable showdown between the two criminal leaders... This film is adapted from the story of legendary Hong Kong police figure Lee Lok-fai.
