In the late Ming Dynasty, when eunuchs wielded power, heavy taxes and tyrannical rule made life unbearable for the common people. Zhang Junbao (Jet Li) and Dong Tianbao (Qian Xiaobao) are a pair of sworn brothers who grew up in the Shaolin Temple, but their personalities are vastly different: Zhang Junbao is kind-hearted and honest, while Dong Tianbao is cunning and treacherous. During their competition for the qualification to enter the Daruma Academy for training, they had a dispute with their master and were expelled from Shaolin. After leaving the temple, the two parted ways due to diverging ambitions: Dong Tianbao sought riches and glory by joining the military, while Zhang Junbao, together with a group of righteous men, engaged in robbing the rich to help the poor. In his quest for high office, Dong Tianbao betrayed a large number of old friends to the powerful eunuch Liu Jin, leading to rivers of blood. To avenge the righteous and rid the people of harm, with the help of Qiu Xue (Michelle Yeoh), Zhang Junbao comprehends a unique martial art from his master's qigong techniques called "Tai Chi," and begins rigorous training, preparing for a bloody battle with his enemy.
