In the turbulent 1920s, the entire world was shrouded in a great storm. In the rapidly changing capital, forces from various countries clashed and competed, with crises looming. Lee Jung-chul (played by Song Kang-ho), a Japanese police officer of Korean descent, is valued by the cunning Japanese police commissioner, Higashimura (played by Tsurumi Shingo). During an investigation into the Righteous Army, his former colleague Kim Chang-yuk commits suicide, and Lee becomes the vanguard in the search for the leader of the Righteous Army. Through careful investigation, Lee discovers an antique shop run by Kim Woo-jin (played by Gong Yoo), who is actually a cadre of the Righteous Army. Recently, the Righteous Army has planned to transport a shipment of explosives by train from Shanghai to the capital, intending to blow up the Japanese police headquarters. Kim Woo-jin boldly introduces Lee Jung-chul to the Righteous Army leader, Jeong Chae-san (played by Lee Byung-hun), hoping to persuade this Korean to help them execute their plan. Regardless, Lee Jung-chul, still possessing a sense of conscience, finds himself on a treacherous small boat and must make a choice... This film won the Best Film Award at the 36th Korean Film Critics Awards.
