Security expert Carter (Wesley Snipes) feels guilty and depressed after his wife dies due to a mistake he made while preventing a supermarket robbery. His friend tries to help him recover and recommends that Carter take a job as an airline security instructor. Carter boards a flight to Los Angeles for work. On the same flight, notorious terrorist Charles Rain (Bruce Payne), under FBI escort, is heading to California for trial. The ruthless Rain has already infiltrated the flight crew with his men, and shortly after takeoff, a gang of criminals takes control of the plane. Isolated and helpless, Carter releases fuel to force the plane to land at a small airport. Local police attempt to control the situation before the FBI arrives, mistakenly identifying Carter as part of the terrorists. How will he single-handedly turn the tide and save the lives of over a hundred people on board?
