Liu Guozhong (played by Simon Yam) is a terminally ill police officer with a bleak future. He is assigned to protect the daughter of a witness. Inspector Ma Jun (played by Donnie Yen) is a skilled martial artist determined to take over Zhong's position. An undercover agent sent by Zhong to the gangster leader Bao Ye (played by Sammo Hung) unexpectedly dies under mysterious circumstances, leading Zhong to suspect Bao Ye. He takes Bao Ye to the police station for questioning, but without evidence, Zhong reluctantly starts fabricating evidence to accuse Bao Ye, while the entire police department is aware of this, except for Jun. However, the evidence mysteriously disappears, and when Bao Ye leaves the police station, he vows to kill all of Zhong's subordinates. Indeed, his cold-blooded killer Jack (played by Wu Jing) eliminates Zhong's team. Jun accidentally discovers that there are past grievances between Zhong's subordinates and Bao Ye, which fuels his anger and leads him to decide to confront Bao Ye and Jack in a battle to the death.
