During the Republic of China period, the largest munitions factory in the country experienced a bizarre murder case, with the victim killed by a "ghost bullet"—no bullet casings could be found at the crime scene. In no time, suspicion ran rampant and the public was thrown into a state of panic; this case is known as the most extraordinary case of the Republic of China. The case was assigned to the administrative police officer in charge of managing files, Song Donglu (played by Liu Qingyun), who, despite lacking both martial arts skills and gun knowledge, possesses a meticulous mind and unique methods for solving difficult cases. Passionate and dedicated detective Guo Zhui (played by Xie Tingfeng), unable to tolerate the corruption within the police department, partners with Song Donglu to investigate this peculiar murder case. How can one shoot without bullets? How can bullets disappear upon penetrating flesh? Song Donglu and Guo Zhui conducted various experiments with guns and bullets, including firing salt and ice bullets into pig carcasses, yet none yielded satisfactory results. As the investigation deepened, the two detectives gradually uncovered a terrifying murder room and an enigmatic bullet-making device, the strangeness of which left even the experienced Song Donglu astonished. Just as the truth behind the "ghost bullet murders" is about to be revealed, Song Donglu and Guo Zhui find themselves targeted in successive assassination attempts, and Officer Xiao Wu (played by Jing Boxuan) tragically dies while covering their escape. With the deadline for the case looming, fortune-teller Xiaoyunque (played by Yang Mi) inadvertently reveals the shocking secret of the "ghost bullet"…
