On Christmas Eve, the Bosnia War finally reaches a ceasefire agreement, and American soldiers in the Adriatic Sea are about to return home. Navy navigator Lieutenant Burnett (played by Owen Wilson) is tired of this meaningless war, and attempts by Commander Leslie (played by Gene Hackman) to mediate are futile. On Christmas Day, Burnett and his partner are flying a Hornet for a reconnaissance mission and inadvertently catch sight of armed personnel operating in a no-fly zone. They decide to intervene but are shot down by the enemy's SAM missile; Burnett’s partner is executed, and Burnett narrowly escapes but is relentlessly pursued by enemy search teams. Meanwhile, receiving a distress signal from Burnett, Leslie struggles against NATO generals' restrictions and, considering the so-called big picture, is unable to intervene to rescue Burnett in the no-fly zone. Leslie resorts to media power and even steals allied equipment to launch a rescue operation for his subordinate trapped behind enemy lines.
