The story takes place in San Francisco, where the Asian mafia has a strong influence. FBI Asian detective Tom kills a mafia hitman to save his colleague Jake (Jason Statham), bringing disaster upon his family. When Jake arrives at Tom's vacation cabin, Tom's family has already been burned to ashes. The tragic death of Tom's family becomes an everlasting regret for Jake, haunting him constantly. Three years after the incident, while investigating the murders of key figures in various gangs, Jake discovers a hitman named Roger (Jet Li), who is calm, elusive, and has precise shooting skills. On the surface, he takes money from the Chinese gang, but secretly serves the Japanese gang, and disobeys orders by letting the Chinese boss's wife and daughter go. As the investigation deepens, Roger's secrets are gradually unveiled, and while shocked, Jake must also confront the truth about the tragic death of Tom's family.
