After the Gulf War, in 1992, during Operation Southern Watch in Iraq, the United States faced a bombing attack by the Huval Towers. The U.S. military abducted the leader of the suspected organization for secret investigations. FBI agent Anthony Hubbard (played by Denzel Washington) and his Arabic-speaking partner Frank (played by Tony Shalhoub) are tasked with investigating a mysterious message "Let them go" received during a suicide bombing terrorist attack on a bus in New York. CIA agent Elise (played by Annette Bening) insists that the Arab Samir (played by Sami Bouajila), who processed a student visa for the terrorists to enter the U.S., is her key informant but refuses to disclose further information. As the terror attacks escalate, General William Devereaux (played by Bruce Willis) is deployed to New York by presidential order to impose military control over Brooklyn, detaining all young Arab men for questioning. The military's trampling of human rights and democracy provokes strong resentment from New York citizens, and the threat of further terrorist activities leaves everyone in a dilemma...
