In Hong Kong in the early 1990s, it was common for taxi drivers to refuse passengers and charge exorbitant fares. The insurance broker Ah Jian (played by Anthony Wong) has outstanding business abilities, and his envious colleagues do not know that his motivation for working comes from his beautiful wife and their unborn child. The police officer Ah Cong (played by Yuen Biao), known for his decisive handling of cases, is a close friend of Ah Jian, and the two often drink together and discuss their joys and worries during their free time. On a stormy night, when Ah Jian's wife is about to give birth, he hurriedly calls for a taxi, but the driver instead takes a higher-paying passenger while Ah Jian is helping his wife downstairs. Later, another taxi driver agrees to take them after seeing them offer a high fare, but when he sees that Ah Jian's wife is covered in blood, he heartlessly orders them to get out of the car. Consequently, his wife's skirt gets caught in the car door, and she is tragically dragged to death by the speeding taxi. Devastated, Ah Jian, encouraged by Ah Cong, initially wishes to pick himself up, but he cannot; his career and life have become a complete mess. Reminded of previous humiliating experiences with taxi drivers, he decides to become the taxi judge.
