Natasha (Yancy Butler) is young and wealthy, and she has come to New Orleans to search for her long-lost veteran father. However, as soon as she steps into the city, she is robbed. Unemployed sailor Zabka (Jean-Claude Van Damme), seeing her in distress, courageously fights off the robbers. Seeing Zabka's sense of justice, Natasha hires him to help find her father, and Zabka, needing money to return to sea, gladly agrees. Soon after, the police find Natasha's father, burned and charred. With his keen intuition, Zabka senses something isn’t right and carefully searches the scene, eventually discovering Natasha's father's dog tag, which has been pierced by an arrow, confirming that he was shot. Through their investigation, Zabka and Natasha uncover a group of thugs in New Orleans who specifically target vulnerable veterans, allowing the rich to hunt them like animals. Zabka and Natasha are determined to bring these ruthless thugs to justice!
