Ye Jianfei (played by Chow Yun-fat) grew up in a theater troupe and has always been dissatisfied with his current life. He dreams of going to America to make something of himself, but his attempts to escape illegally have repeatedly failed. By chance, he meets a man named Huang Keqiang (played by Michael Chan), and they quickly become friends. Huang Keqiang is in love with his childhood sweetheart, A-Nan (played by Carol Yeung), but her father wants to marry her off to a wealthy young man she does not like. Huang Keqiang and A-Nan decide to elope. However, just when the three are ready to take action, war breaks out, and their plans to go abroad are thwarted once again. Afterwards, A-Nan suffers from the brutality of a police officer, Huang Keqiang finally earns A-Nan's father's approval, and Ye Jianfei becomes a "Japanese puppet." Despite everything, the three of them have not forgotten their initial promise as they board a refugee ship and begin their final journey.
