Ellen (Vanessa Williams 饰) is a senior executive at the largest arms manufacturing company in America, Xili Corporation. She gradually uncovers some dark secrets about the company — it is producing a weapon that is explicitly banned and trading it on the black market. The FBI uses Ellen to obtain some evidence, and she becomes a key witness in the case. Given the power of this company, the witness protection program sends Marshal John (Arnold Schwarzenegger 饰) to protect Ellen. When John arrives at Ellen's house, a killer is in the process of murdering her. John saves the shaken Ellen and informs her of the situation. After settling Ellen down, John goes to a bar to meet his partner Robert (James Caan 饰), who tells John that due to leaks in the witness protection plan, arrangements must be reshuffled and asks John to go along with him. Having always completed tasks independently, John grows suspicious and begins to feel that the forces behind this incident are not simple.
