In the 1930s, Korea was occupied, and various domestic forces were intermingled in chaos. The Jongno district in Seoul was regarded as the heart of the city, where the struggle between the Japanese and Korean gangs was the fiercest. On the Korean gang side, Go Hee-kyung of the Jongno business district controlled the territory of Yuhsing Street (similar to Japan's bustling streets) and was seen as the overlord of the Korean gang. He shared control of the Jongno business area with Yeon Dong-wook and Kim Doo-han, nicknamed "Ban-in" (played by Park Sang-min).
