Max Buray from South America appears to be a maritime trade merchant, but secretly engages in evil activities such as arms dealing, drug trafficking, kidnapping, and even forced prostitution. A certain country consecutively sends four agents to Tehran, the capital of Iran where he is based, but all are murdered without exception. To avoid international disputes from a public operation, the country hires a mysterious assassin known as "Skeleton 13" (played by Ken Takakura) to eliminate Max. Skeleton 13, whose real name is Duke Tōsaka, is of mixed heritage. After careful consideration, Tōsaka takes on the mission and infiltrates Iran disguised as a husband with the country's female agent, Catherine.
