The story begins at the Year of the Dragon celebration in New York's Chinatown, where the sound of firecrackers is incessant and a series of gangland shootings start to unfold. The newly appointed Chinese gang leader, Zu Er, ambitious and keenly aware of the profitable drug market, decides to eliminate all threats to his power and declares war on the Italian mafia, spilling blood on the streets of New York, determined to become the sole winner. Detective Wei Te, along with a young female reporter, vows to uproot the gang and maintain public order.
