Ma Hui (Cui Lin) and Yu Yan (Chi Jia) are both 17-year-old Beijing teenagers whose greatest dream is to become police officers. However, when they companionably apply to the police academy, they both fail the entrance exam and are faced with a hot and gloomy summer life. One day, their neighbor, a good citizen in the community defense, Uncle Sun (Fu Biao), secretly broadcasts "insider information" to them: "Catching 100 thieves will result in special admission to the police academy."
