The story takes place during the late Qing Dynasty when the Eight-Nation Alliance invaded Beijing, forcing Empress Dowager Cixi to flee south. At that time, China was in a state of anarchy, with the Eight-Nation Alliance invading from the outside and the Boxer Rebellion causing chaos from within. On the wedding night of County Magistrate Zhang (played by Professor Qin) in Jiaozhuang County, he suddenly dies, leading to further unrest at the court and the inability to send a new magistrate. Consequently, four constables lose their wages, and just as they are about to go on strike, the clerk (played by Jin Fei) shows up. The clerk tells them that they have been abusing their power as officials, extorting and causing trouble, while the common people dare not voice their anger.
