In 1932, Jinfeng County, Jiangsu Province. One night, captured Communist干部 Wang Guochi betrayed his comrades and revealed intelligence about a meeting of the county committee at 4 a.m. in a brick kiln. Hearing this, the fake police chief Luo Baiqian (Yang Dezhi) urgently discussed with his subordinates, Captain Wang (Li Lanfang) and Inspector Zhao. The former believed there was no time to waste and suggested immediate action, while the latter, a Communist infiltrator in the police station named Jiang Wanhe (Zhao Erkang), pretended to agree, expressing concern that it could be a trap, while thinking of countermeasures. Subsequently, Luo Baiqian decided to split his forces and attack the brick kiln. As their group crossed a bridge, Jiang Wanhe signaled to another undercover agent, Xiao Pudong (Li Lihong), and Wang Guochi was suddenly pushed into the water, dying in a flurry of gunfire, saving the lives of his county committee colleagues. This incident caused the police department to lose face, and Zhang Qian (Liu Guanyong), the county party secretary who had always been at odds with Luo Baiqian, took the opportunity to report him to the provincial police department, which provided a chance for the provincial police, who were troubled by the frequent activities of the Communists in the countryside and county towns. Qin Bangye (Yang Baohé), the head of the investigation department, was dispatched to Jinfeng. Qin Bangye was very cunning; he sent a substitute for a day trip to Jinfeng and then disguised himself as a cook to infiltrate the police station. With the help of his colleagues Xu Shoulín (Duan Mu Helin) and Zhu Hemei (Zhao Xiuli), who disguised themselves as a couple running a small shop, Jiang Wanhe contacted County Committee Secretary Li Yuanfeng (Kang Tai). The latter asked him to find a way to obtain a batch of weapons. Although he successfully arranged this, it also raised Qin Bangye's suspicions about him. Qin Bangye began secretly directing Zhang Qian and Luo Baiqian's actions.
