Adapted from the works of Eugene Burdick and Harvey Wheeler, it is a "realistic fantasy film" that arises from the Cold War situation of US-Soviet confrontation. The story narrates that due to a mechanical failure, the American bomber fleet sets off to bomb Moscow, and with no way to recall the bombers, the American president orders the military to also destroy New York. The situations depicted in this film are highly probable, which gives it a strong impact on the audience. The director maintains tension from ten minutes into the film until the end, but the first ten minutes are somewhat chaotic. The film's most notable feature is the complete absence of a musical score.
