Elmyr de Hory, the Hungarian forger tired of his life on the run, returned to Ibiza, Spain in 1969, becoming a celebrity on the island and meeting American writer Clifford Irving. Director Orson Welles intertwines the story of Elmyr de Hory with the sensational Clifford Irving forgery case involving Howard Hughes' autobiography, and then invents a strange tale connecting his girlfriend Oja Kodar with Picasso. Through the interplay of truth and falsehood, Orson Welles raises the questions of "What is art?" and the ownership of artwork. This film is the last complete work by American director Orson Welles, with most of the footage sourced from a BBC documentary about the Hungarian forger Elmyr de Hory, scripted by Clifford Irving and directed by French filmmaker Francois Reichenbach.
