In a strange turn of events while tracking a drug trafficking case, a group of detectives encounters a woman transporting drugs who has a blank expression and extraordinary brute strength, making it impossible for seven or eight officers to stop her advance. Eventually, an out-of-control truck strikes the woman. Upon investigation, the police discover that she is the daughter of the matriarch of Dongping Island, prompting them to summon her mother for questioning. To accommodate the elderly matriarch, Officer Fung (played by Lam Ching-Ying), who works as a cop on Dongping Island, collaborates with the police investigation. Fung is a skilled practitioner of sorcery, and after examining the body, he notices something unusual, leading him to suspect that someone is using the woman as a means to transport drugs. Fung's old partner (played by Ng Man-Tat) realizes the severity of the case and urges Fung to investigate. Teaming up with Fung are two rather bumbling junior officers (played by Lam Jing-Yin and Miu Kiu-Wai), who are interested in Fung's niece (played by Wang Mei-Hua), resulting in plenty of humorous situations with the stern Fung. As the investigation deepens, a hidden cult drug trafficking organization gradually comes to light...
