In the early Qing Dynasty, Emperor Kangxi was still young, and treacherous officials controlled the government, leaving the people in distress. The "Heaven and Earth Society" is a folk organization aimed at overthrowing the Qing Dynasty. Its leader Chen Jinnan (played by Lau Siu-Ming) is saved by Wei Xiaobao (played by Stephen Chow) during an operation.
