Due to allegedly threatening "law-abiding citizens" with a firearm, rookie police officer Rei Nishikawa (played by Toma Ikuta), who graduated from the police academy with the worst record in history, is officially dismissed from his position by Chief Jumi Roku (played by Mitsuhiro Kurosawa). Just as he is filled with rage, he learns that he has been selected to go undercover and infiltrate the Kanto's number one gang, the Sukiya-kai, to gather evidence against its leader, Shuho Kō (played by Kōichi Iwaki), who is involved in drug manufacturing and trafficking. After enduring torment from the devilish trainer Mr. Hibi (played by Kenichi Endo), Rei undergoes a complete transformation and enters a club controlled by the Sukiya-kai, where he bonds with a lifelong brother, Kazuya Iura (played by Shinichi Tsutsumi), the young head of the Yakuza group known as "Mad Butterfly." Just as he steps into the underworld, a gang from Kansai, the Hachinokai, plots to incite a war between the eastern and western gangs. Standing at the center of the storm, Rei no longer has a chance to withdraw... The film is adapted from the manga of the same name by Akira Takahashi.
