At the end of the Qing Dynasty, with foreign invasion and the empire on the brink of collapse, the chief eunuch Cheng (played by Chan Hung-min) seizes the chaos in the palace to secretly sell national treasures to foreigners. One day, the wealthy young master Long (played by Jackie Chan), who is skilled in martial arts, visits with friends and accidentally stumbles upon a place piled with treasures. The guards, astonished by Young Master Long, begin to chase him down. Fortunately, local official Wang intervenes to save him, allowing him to escape danger. It turns out this place is Cheng's secret stash of national treasures, filled with traps. Meanwhile, the deputy chief steward, Yu Hai, who has always opposed Cheng, takes advantage of the chaos to steal some treasures. Cheng learns of this and gets furious, sending people to pursue Yu Hai. Young Master Long intervenes to help, which brings disaster upon Wang as well. Furious, Young Master Long decides to challenge the cunning traitor Cheng.
