Ah Tai (Jackie Chan) has always dreamed of being a free-spirited sailor since childhood. Unfortunately, his brother Du Du (Sammo Hung) has a congenital intellectual disability, and Ah Tai, who has been dependent on Du Du since young, has never realized his dream to take care of his brother, becoming an ordinary police officer instead. However, Ah Tai is not happy in the police department and is not well-liked by his superiors due to his free-spirited nature.
