In the future, the UK enters an era of information control where every action and movement of individuals is under surveillance. Bartos is arrested at home after being identified as a terrorist, and the arrest process follows strict procedures. This case piques the interest of Sam Lowry (played by Jonathan Pryce), an employee at the archives. Following his mother's wishes, he takes a job at the Information Management Bureau to further investigate the matter. Sam's air conditioning is broken, and in his moment of despair, a repairman named Tuttle (played by Robert De Niro) shows up uninvited. His array of weaponry makes Sam feel threatened. It turns out that Tuttle is a wanted criminal by the Information Management Bureau, accused of not following operational procedures. Subsequently, Sam discovers that there are unspeakable doubts surrounding the Bartos case, and his colleague Jack (played by Michael Palin) is evasive about it. Determined to uncover the truth, Sam encounters his dream woman, Jill Layton (played by Kim Greist), and together they fight and uncover a massive conspiracy...
