The story takes place in New Orleans, where Blakely (Jack Palance) is an aimless little thug with no skills. He gets into some economic disputes with an illegal immigrant named Chaka, leading him to bring in friends to kill Chaka. After Chaka's body is discovered, it is sent to the public health department for an autopsy. The doctor responsible for the autopsy, Dr. Clint (Richard Widmark), is shocked to find that Chaka had a contagious plague, which means that anyone who came into contact with Chaka could be at risk of infection. To prevent a disastrous outbreak of the plague, Dr. Clint is ordered to find all the people who had contact with Chaka within forty-eight hours, and this investigation must be conducted in secret to avoid causing panic.
