One hundred years ago at Antonio Beach in Northern California, wealthy leper Blake hoped to establish a small town to gather and treat other lepers. However, his goodwill was not reciprocated, and many greedy individuals who covet Blake's wealth came to the town, waiting for an opportunity to kill him. One hundred years later, during the town's centennial celebration, a mysterious fog descends upon the town, and the vengeful spirits of Blake and his followers return from the depths of the sea, bringing death to all they encounter.
