The police set up a department called "2002," dedicated to dealing with the malevolent spirits that harm humanity. Within the department, Chiu (played by Nicholas Tse) is a human with the ability to see ghosts, while Sam (played by Lee Chan-sam) is a spirit, making the department a collaboration between one human and one ghost.
