Fulai (voiced by Jeff Pace) is a thirteen-year-old boy who one day mischievously goes out to play with his sister Stella (voiced by Michelle Westerson) and cousin Chuck (voiced by Aaron Paul). Stella accidentally drinks a potion invented by the evil Dr. Marquill (voiced by Terry Jones) that can turn humans into starfish, and is unknowingly tossed into the sea by Fulai. To save Stella, Fulai and Chuck decide to drink another potion that can turn humans into fish, and they enter the ocean together. Thus, Fulai and Chuck embark on their wonderful journey in the vast ocean, with only forty-eight hours to return; once the time is up, they will be forever transformed into fish and unable to return to their parents. Meanwhile, a fish named John (voiced by Alan Rickman) also drinks the magical potion and gains intelligence equal to that of humans. He forms an army and seeks to rule the entire underwater kingdom.
