In the pleasure-seeking modern society, drugs have become a major headache for the U.S. government. To combat the increasingly severe drug-related crimes and trade, the President of the United States launched a war on drugs initiative. Honorable Ohio Supreme Court Justice Robert Lewis (played by Michael Douglas) is appointed as an official in the National Drug Policy Administration, where he must face attacks and lures from various interest groups, as well as the drug erosion from within his own family. In southern Mexico, dedicated officer Javier Rodriguez, under the orders of a military general, is about to take action against a drug trafficking organization operating in the area, but he finds himself deeply mired in the drug trade. Federal agents Montel and Ray have been undercover in the drug world for many years.
