After World War II, American writer Martin (Joseph Cotten) is invited by his friend Harry (Orson Welles) to work in Vienna, only to arrive and hear news of Harry's accidental death. At Harry's funeral, Martin meets local officer Calloway, who rudely asks him to leave Vienna immediately. Ignoring this, Martin is determined to stay and investigate the truth behind his friend's death. Martin teams up with Harry's girlfriend, Miss Schumm, (Alida Valli) to uncover the truth of the situation. As they delve deeper, they discover the situation becomes increasingly murky; first their landlord is murdered, then Martin finds himself being followed, and he learns that there was a third person present when Harry died. Thus, the key lies in identifying this mysterious third individual.
