Both being police officers, Huang Jiang (Anthony Wong) and Qi Xi (Louis Koo) share a brotherly bond, yet their approaches to duty are worlds apart. Huang Jiang is righteous and upright, while Qi Xi is sworn brothers with the gang leader Blind Chao (Francis Ng). During a mission, Huang Jiang, in a moment of desperation, kills both Qi Xi and Blind Chao, leaving no explanation afterward, which leads to misunderstandings from Qi Xi's wife. Over a decade later, Qi Xi's son (William Chan) and Blind Chao's son Ah Wei (Jordan Chan) grow up and inherit their fathers' legacies, becoming a police officer and a gang leader, respectively. Ah Wei has always wanted to avenge his father's death, and although Qi Xi's son is initially unaware of the truth, he soon finds himself struggling with the choice between good and evil.
