In 1965, the coal mining town of Iwaki in Fukushima Prefecture is now facing the enormous impact of a transformative era. Oil energy gradually becomes mainstream, while coal resources are slowly fading away from the historical stage. The residents of Iwaki, who have relied on coal mining for generations, begin to feel the hardships of life as the coal mines in the town close one after another, leading to rising unemployment. In an effort to rejuvenate the town, a plan to build a "Hawaiian Entertainment Center" is quickly formulated.
