The story takes place in a small town in Colorado, USA, in 1978. Finney (played by Mason Thames) is a boy living there. Finney has a younger sister named Gwen (played by Madeleine McGraw), and their mother passed away when they were young. Now, the siblings live a dependent life with their volatile father (played by Jeremy Davies). Five children have gone missing in the town, with black balloons left at the crime scenes. No one expected that Finney would become the next target of the kidnapper. When Finney wakes up from a coma, he finds himself imprisoned in a basement, where there is a disconnected antique phone on the wall. Amazingly, the phone starts ringing. On the other end is the voices of children who were cruelly murdered by the kidnapper, and they decide to use their powers to help Finney escape from death.
